Matthew Butcher

Matthew Butcher is a Queensland public sector policy and legislation specialist with a decade of experience across a wide range of portfolio areas. He is currently the Policy Manager in the Queensland Government’s Olympic and Paralympic Games Office where he provides strategic policy advice, leads complex legislative processes, and supports Executive Government decision-making on matters relating to the Brisbane 2032 Olympic and Paralympic Games.
Before joining the Games Office, Matthew worked in the Department of the Premier and Cabinet across procurement and tourism policy, and in the Department of Employment, Small Business and Training on major small business and vocational education and training initiatives. His roles have consistently focused on policy development, cross-government coordination, and supporting Cabinet and Ministerial processes.
Matthew holds a Bachelor of International Studies from the University of Queensland, supported by formal training in project management, negotiation and statutory interpretation. Since graduating in 2015, he has remained an engaged UQ alumnus, having participated in university events as a speaker and panel contributor, and serving as a mentor through the HASS Connect Mentoring Program.
